Former Uttarakhand Chief Minister Harish Rawat is continuing his 'Dhanyawad evam Jansamvad Yatra' across the state, despite explicit warnings from the Congress party's central leadership. The ongoing yatra has prompted strong responses from the All India Congress Committee (AICC), with senior party figures expressing concerns about party unity and discipline ahead of the upcoming Uttarakhand Assembly election.
On Monday, Mr. Rawat, a veteran Congress leader, stated there would be "no looking back" regarding his yatra, according to The Hindu. He further indicated his defiance in a post on X, written in Hindi, stating that his yatra was "heading towards Haldwani, with hundreds of vehicles moving alongside me," The Hindu reported.
The Times of India reported that Mr. Rawat has sought a meeting with the Congress brass amidst the controversy. A meeting between Mr. Rawat and Congress general secretary Kumari Selja is anticipated later this week, according to The Times of India.
Party Leadership Expresses Concern
The Congress leadership has voiced significant apprehension regarding Mr. Rawat's independent campaign. K.C. Venugopal, a Congress general secretary, emphasized on Monday that individual campaigns "would not be tolerated." He clarified that the party's campaigns would be conducted jointly by all Uttarakhand leaders, solely under the Congress banner, and under the leadership of Mallikarjun Kharge and Rahul Gandhi, with the primary objective of ensuring the party's victory, The Hindu reported.
Kumari Selja, who serves as a Congress general secretary and the party's in-charge for Uttarakhand, had previously written to Mr. Rawat on October 1. In her communication, Ms. Selja instructed Mr. Rawat to halt the yatra, noting that it had not been discussed with her or with Ganesh Godiyal, the State party president, according to The Hindu.
The Times of India further reported that Ms. Selja has criticized Mr. Rawat's yatra as a "parallel program" that, in her view, "undermines Congress interests." The party leadership's concerns also extend to Mr. Rawat's "controversial statements" and the potential for "division of support" within the party, The Times of India stated.
Context of Uttarakhand Assembly Elections
The unfolding developments occur just months before the Uttarakhand Assembly election, a critical period for the Congress party. The State leadership and the party's central brass are reportedly concerned about the political message conveyed by Mr. Rawat’s outreach, particularly as the Congress aims to improve its recent electoral performance in the state, according to The Hindu.
In the 2022 Uttarakhand Assembly elections, the Bharatiya Janata Party (BJP) secured a significant majority, winning 47 out of the 70 available seats. In contrast, the Congress party managed to win 19 seats, The Hindu reported.
Supporters of Mr. Rawat, however, maintain that his campaign is intended to strengthen the party ahead of the upcoming polls, according to The Hindu.
Implications for Party Discipline and Unity
The situation presents a "fresh test of discipline" for the Congress in Uttarakhand, as highlighted by The Hindu. The party's central command appears to be asserting its authority over individual leaders' initiatives, particularly those that are not sanctioned or coordinated through official party channels.
The criticism from Ms. Selja, describing the yatra as a "parallel program," underscores the leadership's apprehension that such independent actions could fragment the party's efforts and dilute its overall message. This internal discord comes at a sensitive time, with the party preparing to contest crucial state elections where it seeks to reclaim political ground.
The expressed concerns about "controversial statements" and the "potential division of support" by the party leadership, as reported by The Times of India, suggest that Mr. Rawat's actions and rhetoric may be perceived as detrimental to the party's unified front. The emphasis by Mr. Venugopal on joint campaigns under the established party leadership further illustrates the high command's desire for cohesive action.
The anticipated meeting between Mr. Rawat and Ms. Selja later this week, as reported by The Times of India, could be a pivotal moment in addressing the internal differences. The outcome of this meeting may determine the immediate future of Mr. Rawat's yatra and the broader strategy of the Congress party in Uttarakhand as it gears up for the state elections.
